Community-based resilience (CBR) refers to the capacity of communities to learn from, sustain themselves through, and adapt to adversity, harnessing the values and goals that are most important to them. This  short essay outlines the Community First Toolkit which is designed to help cities and civil society organizations contextualize their projects within legacies of racialized policy and practice and equipping them to tackle impediments to community-based resilience.
